Zbigniew Michniowski, President of the board of PNEC Association, has signed the Agreement on Partnership between the European Commission’s General Directorate for Energy and Transports and the Association of Municipalities Polish Network Energie Cités. The event took place on 24th of April 2009 during the international conference "3x20: Play the game" which was organized by the European Network Energie Cités and Climate Alliance  and which gathered over 400 participants from different European countries.

As a Supporting Structure of the Covenant of Mayors PNEC will promote the initiative among Polish municipalities, act as an intermediary between signatory cities and the Covenant of Mayors Office, facilitate exchange of experiences between signatory and candidate cities and support the cities in fulfilling the commitments they made when joining the initiative.

Nine organizations and European provinces have become Supporting Structures of the Covenant of Mayors so far. The Association of Municipalities Polish Network Energie Cités is the first and only one in Poland.
