A workshop entitled "Sustainable energy & Covenant of Mayors in our cities” was organised by the Association of Municipalities Polish Network „Energie Cités” and European Network Energy Cities in the framework of ManagEnergy initiative. It took place on 6th of May 2011 at the seat of National Fund for Environmental Protection and Water Management in Warsaw. The workshop was designed for Polish signatories of the Covenant of Mayors and for the cities who consider joining this ambitious initiative.

The aim of the workshop was to train representatives of local authorities how to fulfill commitments undertaken by signing the Covenant, especially the commitment to develop and implement Sustainable Energy Action Plan (SEAP) and to engage local stakeholders and citizens in the process of municipal energy planning.

The official opening of the workshop was performed by Maria Stankiewicz, Director of PNEC office, Jan Wiater, Deputy President of the Board of National Fund for Environmental Protection and Water Management, and Zbigniew Włodkowski, Undersecretary of State in the Ministry of National Education.

The training was conducted by experts from European Network Energy Cities, which is one of the organisations who run Covenant of Mayors Office in Brussels. The experts were supported by representatives of experienced signatory cities: Zbigniew Michniowski, Deputy Mayor of Bielsko-Biała and Elena Anastasova, Chief Expert in Power Engineering and Energy Efficiency in Dobrich municipality (Bulgaria). The training included following topics:

  • Allocation of sufficient human resources within a municipality (appointment of energy manager, creation of local energy agency)
  • Baseline Emissions Inventory & SEAP
  • Involvement of local actors, citizens and Supporting Structures
  • Funding and innovative financial mechanisms (schemes set up by cities, EU and national funding programmes, cooperation with private partners)

The workshop had interactive character and its participants willingly shared their experiences concerning realization of the Covenant’s objectives and sustainable energy development at the local level.
