The needs and challenges facing the district heating sector in Poland were discussed during a seminar organised jointly by the Association of Municipalities Polish Network “Energie Cités” and the National Centre for Emissions Management, Institute of Environmental Protection – National Research Institute, which was held on 18 January 2022 in Warsaw.

The event was opened by Mr Leszek Drogosz, president of board of the Association, Director of the Infrastructure Office of the City of Warsaw and Mr Krystian Szczepański, Director of the Institute of Environmental Protection – National Research Institute, who emphasised the important role of local governments in energy transformation. Then the participants had the opportunity to learn about the strategy of transformation of the district heating sector presented by Mr Piotr Sprzączak, Director of the Department of District Heating at the Ministry of Climate and Environment, who during his speech indicated key elements and areas for the modernisation of the sector. In the next presentation, Mr Andrzej Rubczyński from the Energy Forum presented a new business model developed specifically for the district heating sector. The speech of the next guest, Mr Bogusław Regulski, Vice President of the Management Board of the Polish Economic Chamber of Commerce Polish District Heating, focused in turn on the presentation of problems, which are currently faced by the sector of network heat.

After a short break Mr Sławomir Skwierz, expert of KOBiZE/CAKE gave a presentation on the role of the sustainable development of district heating in the energy transformation of cities and municipalities and presented a new publication “Polska net-zero 2050. Podręcznik Transformacji Energetycznej dla Samorządów”. The recommendations concerning the legal framework and financing of RES in district heating, developed within the ENTRAIN project, were presented by Jarosław Osiak from the University of Ecology and Management in Warsaw. A lively discussion on the current situation of the heating sector was attended by the representatives of both the Ministry of Climate and Environment and local authorities as well as heating companies from all over Poland.

The event was organised within the ENTRAIN project: Enhancing renewable heat planning for improving the air quality of communities, which is carried out by the Association.

The Polish district heating sector needs modernisation, including increasing the share of RES in heat production. It is also necessary to expand the existing and building new heating systems (low-temperature and, where possible, using locally available renewable energy sources), which will replace high-emission individual heat sources. It is therefore necessary to introduce appropriate support and financing programmes for the development of clean and modern district heating. These are only one of many recommendations developed during the event, which will soon be presented to the national level institutions responsible for the policy-making and development in the field of district heating in Poland.
