On 26th of January 2010 Bielsko-Biała, as the first city in Poland, adopted a Sustainable Energy Action Plan (SEAP). The city committed itself to its elaboration and implementation when joining the Covenant of Mayors, a European initiative for climate protection. Implementation of the SEAP will allow Bielsko-Biała to reduce the CO2 emissions by at least 20% by 2020.

The city wishes to contribute in this way to the achievement of ambitious goals of the EU Climate and Energy Package. Activities envisaged in Bielsko-Biała’s SEAP include increase in RES use, thermal retrofit of municipal buildings, modernization of street lighting and municipal fleet, increase in the efficiency of heat distribution and reduction of emissions from private buildings. Moreover, the plan includes a number of activities aiming at the change of behaviors of the citizens of Bielsko-Biała, which may result in significant energy savings.

To date, over 1 300 European cities have signed up to the Covenant of Mayors, including only 7 cities from Poland. We are pleased to announce that 5 of them (Bielawa, Bielsko-Biała, Dzierżoniów, Niepołomice and Raciechowice) are members of the Association of Municipalities Polish Network “Energie Cités” which -   as the only Supporting Structure of the Covenant of Mayors in Poland -  actively helps them to fulfill their commitments.
